The State Ministry of Science and Technology, State-owned Assets Supervision and Administration Commission of the State Council, and All-China Federation of Trade Unions have launched a pilot program for a second batch of innovative enterprises to accelerate the construction of a national technology innovation system. The second batch is comprised of 184 enterprises, including 30 state-owned enterprises and nearly 150 private companies or SMEs. They cover industries like equipment manufacturing, aviation and modern agriculture. Shao Ning, Deputy Director of SASAC, "Chinese enterprises are getting stronger. Some even threaten the market share of multinationals. So foreign companies are no longer willing to sell technology to us. In such circumstances, independent innovation is crucial to our enterprises." Data shows that research and development by listed enterprises hit 88 billion yuan, accounting for nearly a third of the country's total. And now the government will further support them with personnel and capital. Li Xinnan, State Ministry of Science & Technology, said, "The government encourages them to take on national technology research programs and will choose some to build national labs." The government said it will increase the number of enterprises in its pilot program to 500 next year.
